The “Google Built-In” website showcases the capability of watching YouTube, Netflix and other video sources while parked and charging. However, when I access the Google Play Store, these Apps are not available. I suspect that this is a limitation of Honda and/or GM. Waiting for charging takes time, so I’m curious to hear if anyone has found a way around this.

It is Hondas call on what they allow. I called the Honda tech line and asked if it could be a added feature.

You can purchase 3rd party devices to allow you to watch videos, movies and use your entire phone's set of apps. Along with that you can plug in a firestick and watch movies, as long as you have internet service available on your vehicle or phone.

I would like to access my phones entire set of apps. Is there one you can recommend?

Do a search as there are too many to choose from, and what I may like, you won't. But yes, you can access your entire phone's apps with one of these adapters. The price range is from $30s to $90s, depending on whether the cables needed to plug it and devices you want, such as game console, firestick, phone, etc., are included.
