I finally was able to get my charger installed! Because I had other loads on the subpanel, I thought I would have to run the charger at 40 amps. Fortunately, past me had the wisdom to oversize the feeder wiring and Home Depot had a clearance sale on the 70 amp breakers I needed, so it is connected to a 60 amp breaker in the 70 amp panel and works great!
The setup was quick and easy. I did a short test charge and it showed it was giving me about 29 miles range / hour (but I was at 82% already, so it may be faster when I have more room for juice).
Install ended up costing me only $400 using a local (licensed!) electrician.
